The Highway Traffic Law has been amended to introduce a new provision for novice drivers. Those who obtain a driver's license for the first time or have their license revoked and are entitled to obtain a new one will be considered novice drivers for two years. The law also provides support for tourism establishments with a tourism operation certificate. A portion of the social security premiums for these establishments will be covered by the Unemployment Insurance Fund for the period between May and December. Furthermore, the financing period for incentive programs aimed at protecting employment in the manufacturing sector has been extended until the end of 2028. The Turkish Civil Aviation Law has been updated to make it mandatory for civil aircraft that violate Turkish airspace or fail to comply with air traffic rules to follow prevention instructions and land if necessary. The employment model for PTT personnel has been revised, and they will be employed under an administrative service contract. The duration of the application for public funding of general lighting expenses has been extended until the end of 2030. The contribution rates of municipalities and provincial special administrations to lighting expenses have also been increased. The deduction rate for metropolitan municipalities and neighboring municipalities has been increased from 10% to 30%, and for other municipalities from 5% to 15%. The contribution share for provincial special administrations has also been increased to 30%. The Private Educational Institutions Law has been amended in line with the decision of the Constitutional Court. International schools that violate the law by enrolling Turkish citizens, providing education, or keeping students who have acquired Turkish citizenship beyond the legal period will face an administrative fine of 20 times the minimum wage. The State Personnel Law has also been amended. The minimum service period required for appointment to certain positions has been increased from 5 to 10 years. Additionally, the amendment to the Decree-Law No. 375 excludes certain positions from the scope of some appointment exemptions and exceptions provided by the State Personnel Law. According to the new regulation, candidates for the position of Sayıştay prosecutor must have graduated from a four-year higher education institution in law, political science, economics, business, or a related field, and must have at least 10 years of experience in the public sector.For institutions that have obtained a preliminary license and/or license for electricity generation from nuclear power plants, the borrowing from banks or similar credit institutions that are suitable for their main field of activity, excluding the borrowing from credit companies that provide financing only to related companies, will be subject to a 25% rate until December 31, 2045.
What Does the New Omnibus Law Bring?

The new omnibus law adopted by the Turkish Grand National Assembly brings significant changes to various areas. The minimum pension amount has been increased to 23,552 liras, and the Special Consumption Tax (SCT) system has been amended.
The law also introduces a positive reciprocity application in public procurement. The right to grant advantages to EU countries will be determined by the President based on the principle of reciprocity.
