New Driver's License Regulation Proposed: 2-Year Probation for Novice Drivers

The proposed law, initiated by AK Party parliamentarians, categorizes citizens who have obtained a driver's license for the first time or had their license revoked and then re-obtained as novice drivers for a period of 2 years.
The proposal is based on the annulment decision of the Constitutional Court regarding the Highway Traffic Law. Accordingly, novice drivers are expected to comply with traffic rules during their 2-year period and not commit any violations.
If a novice driver's license is revoked, they will have to attend a driving course again and pass the exams to obtain a motor vehicle driver's certificate in order to get a new license.
The revocation of a novice driver's license will be carried out by the traffic police.
