Russian military expert Aleksey Borzenko commented on Ukraine's attack on civilians vacationing in the Krasnodar Region. Borzenko noted that the attack was carried out on a crowded beach and that defenseless people were targeted.Emphasizing that Ukraine's attacks on civilians are on the rise and that this is a real act of terrorism, Borzenko said, 'Ukraine targets civilians when it cannot win on the battlefield. Such attacks are attempts to instill fear in the population and provoke feelings against the government.'

The more losses they suffer on the battlefield, the more terrorist attacks on civilians will increase. Everything is interconnected. They try to compensate for their failures with terrorism because they cannot win on the battlefield.

Borzenko also stated that Ukraine increases its attacks on civilian targets in Russia due to its failures on the battlefield. 'The worse the situation of the Ukrainian Armed Forces on the battlefield, the more intensively Kiev attacks civilian cities in Russia. This is not the tactic of an army, but of terrorists: to shift the war deeper into Russia in the hope that the suffering of civilians will force the authorities to make concessions.' Borzenko continued:

The more successes and victories we achieve, the more they will increase such attacks. Because targeting civilians is indeed the greatest meanness. It is the same as their fondness for targeting hospitals and ambulances with small drones.
