Legal Framework for 'Turkey Without Terrorism' Process: Details of Code Law

The details of the 12-article 'code law' proposal, which will form the legal framework for Turkey's 'Turkey Without Terrorism' process, have been clarified. This proposal, expected to be submitted to the Turkish Grand National Assembly (TBMM) by the end of the month, envisages the establishment of a 'Supervision and Monitoring Board'. The implementation of this regulation is contingent upon the official confirmation by the state of the disarmament process. The legal foundation of the 'Turkey Without Terrorism' process will be based on the official verification of the disarmament process. No provisions of the law will be implemented without the verification and determination by the security units.The Supervision and Monitoring Board will base its work on reports confirming that the organization has laid down its arms and completed its dissolution process. Additionally, the board will work on the social adaptation of those who have surrendered and completed their judicial process. Following the adoption of the 'code law', the legal status of approximately 3,000 people who have not been involved in armed actions or ordinary crimes will be addressed. According to the new definitions in the code law, these individuals are expected to benefit from probation. Cases involving crimes that overlap with armed actions will be handled under the Turkish Penal Code (TCK) rather than the Anti-Terrorism Law (TMK).
