Torba Law Arrangement for PTT Employees: Transition to Administrative Service Contracted Status

A significant arrangement for PTT employees is included in the omnibus law proposal presented to the TBMM. With this arrangement, all PTT personnel will transition to the Administrative Service Contracted status. The discussions of the omnibus law proposal submitted by the AK Party will begin on July 14, Tuesday, at the TBMM Plan and Budget Commission. This proposal will put an end to the multi-employment structure in PTT. There are 38,822 personnel working at PTT. Of these, 10,559 are Administrative Service Contracted, 9,332 are subject to Decree Law No. 399, and 18,931 are employed under Law No. 4857. The existing 10,559 Administrative Service Contracted personnel will directly adapt to the new system. The 9,332 personnel subject to Decree Law No. 399 will have the right to apply for a transition to the Administrative Service Contracted status within 20 days, but the number of contracts to be signed will be limited to 50% of the existing 399 personnel. The personnel who are in excess of the norm cadre or do not transition to the new personnel regime will be transferred to other public institutions while their job security is protected. The automatic establishment and cancellation of cadres during the transfer process will speed up the transfer process.
