Green Light for Camera Systems in Special Education Classes

The Council of State has annulled the regulation that prevented the installation of camera systems in special education classes. This decision has removed the obstacle to the installation of camera systems in these classes.The decision of the 8th Chamber of the Council of State is an important precedent for increasing the security of students with special needs and strengthening supervision in educational environments. The decision states that the installation of camera systems in special education classes is in the public interest, as it protects the superior interest of children and ensures their safety.The President of the KEDİ Autism Association, Serap Dikmen, expects this decision to contribute to both the security of students and the effective investigation of potential neglect and abuse allegations. Dikmen stated that the most common complaints they receive from families regarding the security of special education classes are unexplained bruises, injuries, and sudden behavioral changes in children.

We have encountered many disturbing incidents, most of which could not even be investigated administratively. In the few cases that made it to court, the lack of concrete evidence led to decisions of non-prosecution or acquittal.

Dikmen also noted that they have received reports of some special education classes not being conducted efficiently, which means a violation of children's right to education. The lack of cameras in classes has made it impossible to investigate many incidents, and Dikmen emphasized that camera systems will provide a deterrent effect and increase accountability.
