New Era for Second-Hand Phone Purchases: Starts on August 1st

The Ministry of Trade is introducing a new regulation for second-hand phones and other refurbished products. The regulation, which will come into effect on August 1, 2026, will strengthen consumer rights and increase sector supervision.Consumers will have the right to cancel their purchase within 14 days without giving any reason. A 1-year warranty will be applied to the sold devices.Refurbished product sellers will be required to clearly explain the reason for any price difference between the same model second-hand phones in their stores.New rules will also apply to citizens who hand over their old phones to refurbishment centers or authorized sellers. The expert value of the device will be determined within 3 business days of delivery and submitted for the consumer's approval.In the new era, a device must be registered in the Refurbished Product Information System (YÜBİS) to be sold as refurbished. The packaging, labeling, and advertising will clearly indicate the refurbishment center's information and the "refurbished product" label.
