UN Chief Warns of 'Breaking Point', Calls for Emergency Funding for UNRWA

United Nations Secretary-General Antonio Guterres warned that the United Nations Relief and Works Agency for Palestine Refugees (UNRWA) is approaching a 'breaking point' due to its financial deficit, calling on member states for emergency support. UNRWA is seeking urgent funding to continue its operations due to the deep financial crisis it faces. In his address to the General Assembly's special meeting on voluntary contributions, UN Secretary-General Guterres stated that the agency is facing a $100 million financial shortfall and that its ability to continue operations under current conditions is becoming increasingly difficult. Guterres noted that the comprehensive restrictions imposed on Palestinian territories under occupation have hindered UNRWA's work, while the cash shortage has brought the organization to a 'breaking point'. 'Without the emergency support and financial contribution of member states, they cannot continue their activities in this manner,' said UN Secretary-General Antonio Guterres, who also mentioned that the agency has implemented reforms and taken significant steps to increase transparency following Israel's accusations of links to Hamas. UNRWA provides assistance, education, health, social services, and shelter to 2.6 million Palestinians in Gaza, the West Bank, Lebanon, Jordan, and Syria. Guterres announced that UNRWA has reduced its working hours by 20% this year, implemented salary cuts for local staff, and left 15% of international positions vacant. 'Any further cuts could push conditions beyond the breaking point,' Guterres stated, adding that disinformation campaigns targeting the agency, operational restrictions, and diplomatic obstacles have negatively impacted both Palestinians and UNRWA staff. Furthermore, UN spokesperson Stephane Dujarric stated that UNRWA is facing an 'existential crisis'. According to data on UNRWA's website, the agency received $887 million in pledges and $829 million in contributions in 2025. However, this amount only covers 27% of the total financing needs of $3.3 billion.
