Important Changes for Candidate Drivers: What to Watch Out for in the 2-Year Process

The Turkish Grand National Assembly has accepted the first 7 articles of the proposal for changes to some laws and decree-laws. These regulations include changes to driver's licenses, candidate driving, nuclear energy investments, and the Turkish Civil Aviation Law. Those who obtain a driver's license for the first time or have their license revoked for any reason will be considered candidate drivers for 2 years from the date they receive their license. The licenses of candidate drivers who commit certain traffic violations during this period will be revoked. In order to obtain a driver's license again, individuals whose licenses have been revoked must attend a driver's course again, pass the exam, undergo a psychotechnical evaluation and a psychiatric examination, pay administrative fines, and complete any waiting period. With the accepted regulation, changes were made to the Stamp Tax Law to encourage nuclear power plant investments. Companies that obtain a preliminary or operating license for electricity generation from nuclear power plants will be exempt from stamp tax in their transactions with public and private legal entities. The proposal also includes changes to the Turkish Civil Aviation Law. The Ministry of Transport and Infrastructure will provide necessary rescue and assistance services to aircraft that have been involved in an accident, are in distress, or are in danger. Law enforcement agencies and related institutions will also support the rescue teams in their duties.
