The End of the 4th Legislative Year of the 28th Term: 21 Laws and 15 International Agreements Enacted

The Grand National Assembly of Turkey concluded its 28th term 4th legislative year, enacting 21 laws and 15 international agreements. The regulations adopted during this period brought about reforms in various areas, ranging from working life to public order, and from the rights of martyrs and veterans to cybersecurity. In October and November 2025, regulations were made on Agriculture and Land Use, as well as comprehensive improvements for the Families of Martyrs and Veterans. The 2026 Central Government Budget Law was adopted, determining the budget allocations and financial discipline principles for public institutions. With the new year, packages aimed at reducing the workload of courts were enacted. Regulations were made on the personal rights of the members of the Security Organization. The Highway Traffic Law Amendment was enacted to increase traffic safety. The Cybersecurity Law and the student amnesty were also adopted by the parliament. The Expert Non-Commissioned Officer Law brought about improvements in the rights of expert non-commissioned officers in the Turkish Armed Forces.The Parliament concluded its legislative year by adopting the long-debated framework law. The Law on Strengthening National Solidarity and Social Cohesion constituted important steps for the coordination of the terrorist-free Turkey process. Other significant regulations enacted during the legislative year included the 11th and 12th judicial packages, as well as the regulation increasing the maternity leave for working mothers and the updated Child Protection Law.
