New Era for Refurbished Products: 14-Day Right of Withdrawal to be Introduced

The Turkish Ministry of Commerce has published the 'Regulation on Refurbished Products' in the Official Gazette. The new regulation, which will come into effect on August 1, 2026, will allow consumers to return refurbished products purchased from physical stores within 14 days without giving any reason.Under this new regulation, consumers will be able to return refurbished products purchased from physical stores within 14 days, just like those bought online.A new system, the Refurbished Product Information System (YÜBİS), will be introduced. This system will create a digital record for each device, allowing consumers to view it through YÜBİS.Previously, only certain products such as cell phones, tablets, smartwatches, game consoles, and modems were included in the refurbished products category. With the new regulation, televisions will also be included in the list of products that can be refurbished and resold.The minimum paid-in capital requirement for refurbishment centers has also been increased from 30 million TL to 100 million TL.The licenses of refurbishment centers that harm consumers' health, safety, or economic interests may be suspended or revoked by the commission. Additionally, refurbishment centers whose licenses are revoked will not be granted new licenses for a year.
